This is a limited edition sleeve that was released at Pokemon Centers in Japan on January 27th, 2017.
This is a deck shield that was selected as one of the top winners in the "Deck Shield Grand Election 35," held to commemorate the 20th anniversary of Pokemon cards.
Of the 35 deck shields that were selected from those released in the past, the ones that made it into the top 5 through voting were released as new premium versions.

For those who collect each one individually!
